Maldives Ports Limited (MPL) has invited Expressions of Interest (EOI) from experienced marina operators, hospitality developers, tourism investors and destination developers to partner in the development and operation of the Uligan Yacht Marina in the northern Maldives.
The EOI is the first stage of a competitive procurement process, with shortlisted applicants to be invited to submit detailed proposals under a forthcoming Request for Proposals (RFP).
Located at the northernmost entry point of the Maldives, Uligan is strategically positioned along major Indian Ocean yachting routes connecting Southeast Asia, the Middle East, Africa and the Mediterranean.
The project aims to develop a boutique, high-end marina destination integrating:
- Yachting and marina services
- Hospitality and resort-style development
- Lifestyle and tourism experiences
MPL is currently developing core marina infrastructure, including a dredged basin and access channel, breakwater and coastal protection works, jetties and floating pontoons, an ISPS-compliant international entry facility, and security infrastructure.
Under the first phase, the marina is being designed to berth 18 yachts at a time, and customs and immigration services will also be available on site.
MPL said the party that takes over operation of the marina will be required to supply yachts with fuel, water and electricity, as well as waste management and repair services. Establishing a marina hotel or resort, a café/restaurant, shops, crew facilities, water sports and wellness centers will also be that party’s responsibility. Furthermore, the marina operator will be responsible for promoting Uligan on international yachting routes, for global branding, and for securing charter partners.
Potential commercial structures include a long-term lease or concession arrangements incorporating BTO or BOT models.
EOIs must be submitted by 21 September 2026 at 14:00. Shortlisted applicants will proceed to the RFP stage.
