International Maritime Organisation (IMO) Secretary-General Arsenio Dominguez has outlined the organisation’s key priorities for 2026, placing strong emphasis on moving from policy development to practical implementation.
In a video message marking the start of the year, Dominguez described 2026 as “the year of implementation” for the IMO, aligning with the organisation’s world maritime theme, “From Policy to Practice – Powering Maritime Excellence.” He stressed the importance of delivering concrete actions and measurable progress across the global maritime sector.

Seafarer welfare and training will be a major focus, with Dominguez announcing the start of a comprehensive update of the STCW Convention. The revision aims to ensure training standards keep pace with emerging technologies, alternative fuels, and evolving industry requirements, affecting nearly two million seafarers worldwide.
On environmental action, the Secretary-General reaffirmed IMO’s commitment to reducing greenhouse gas emissions from shipping, targeting net-zero emissions by or around 2050, with further developments expected this year.
Technological advancement will also feature prominently, particularly the finalisation of the regulatory framework for autonomous ships.
In addition, the IMO will continue supporting the implementation of the High Seas Treaty as it enters into force this month, reinforcing global efforts to protect oceans and marine biodiversity.
Dominguez concluded by wishing stakeholders a successful year ahead and unveiling the IMO’s new logo.
